A debate has been tabled concerning the sexual harrassement bill and a few male MPs want one clause to be removed.
According to the male MPs, consent during s€x has been misused by many women.
A one Hon. Tayembwa put it in the context of an aeroplane. He said when the pilot takes off, you can't just tell him to land, unless you want him to crush the plane.
This directly means that once penetration has occured during s€x and a woman or man changes their mind and asks to stop, the other person shouldn't be charged for rape because there was consent in the beginning.
He would want the clause of consent to be deleted from the bill.
This bill will always make homosexuality and prostitution criminal but those who verbally abuse anyone with s€xual words on text or words will not be punished.
Many Ugandans have now come out to question the thinking of these MPs.
Removing of this clause would mean allowing rape of men and women to take place.
The main ingredient to investigating rape or defilement is consent.
If the abused person did not consent to the s€xual act, it amounts to sexual abuse.
It should be known that in 2019, most interns who worked at parliament complained about harrassement from the male MPs.
These allegations were investigated into but covered up by the committee and hence the abusers were not punished.
Just last year in 2020, over 3000 causes of rape of young girls and boys were reported in Uganda.
This debate is still on going and the final verdict will be discussed after voting takes place.
