A one Yiga Kisakyamukama, notorious for his outrageous insults and offensive behavior in videos circulating online, was recently appointed as the Assistant Resident District Commissioner for Gomba by President Yoweri Kaguta Museveni. This appointment has sparked a mix of horror and disbelief, particularly among the people of Buganda.
In one of his videos, Kisakyamukama launched a vile verbal attack on the Kabaka Ronald Muwenda Mutebi, one of the most revered figures in Buganda and Uganda at large. In the same video, he went as far as to bare his buttocks, displaying his utter contempt for the kingdom.
"Baganda are fed on human waste; that is why they supported Bobi Wine in the elections. They don’t understand," he said.
In another video, Kisakyamukama targeted people living with HIV/AIDS, stating, "They don’t deserve to live with us. They should be banished to another place."
Although he later issued an apology for his actions, the damage had been done, and many people in Buganda are yet to forgive him. Cartoonist and satirist, Dr. Spire Ssentongo, depicted Kisakyamukama in a cheeky cartoon, without pants, being introduced to the public as the Gomba Assistant RDC. Horror and shock were evident on the faces of some in the audience.
Despite being in his late 30s, Kisakyamukama has served as the chairperson of the Gomba district youth council. He has been a staunch supporter of the NRM and has been known to lead a group of people that roughed up supporters of the National Unity Platform in the district during past campaigns.
According to those who have interacted with him, Kisakyamukama appears unhinged. "I think some of his wires are missing," said someone who has known him for the last five years.
Living larger than life, Kisakyamukama owns two cars, a double cabin, and a Toyota Harrier, both reportedly given to him by the state for mobilization work. He often imitates the controversial senior presidential advisor, Tamale Mirundi, in speech and actions.
Before his appointment as the Deputy RDC, Kisakyamukama had attacked several senior government officials, including former Principal Private Secretary Dr. Kenneth Omona, for allegedly frustrating him. On one occasion, he gave Omona an ultimatum of two days to ensure he received his money for mobilizing for the NRM.
Kisakyamukama now joins a long list of figures in the NRM who have been appointed to lofty positions after making controversial remarks about the Kabaka or the opposition.
