President Yoweri Kaguta Museveni has appointed Hajat Sharifah Buzeki as the new Executive Director of Kampala Capital City Authority (KCCA). The announcement was made by Haji Faruk Kirunda, the Special Presidential Assistant for Press and Mobilization, who also serves as the Deputy Presidential Spokesperson.
Haji Kirunda confirmed the appointments via his official X account, stating that Mr. Benon Kigenyi has been named the Deputy Executive Director of KCCA. “It’s true that His Excellency @KagutaMuseveni has appointed a new Executive Director of @KCCAUG in the names of Hajat Sharifah Buzeki, and Mr. Benon Kigenyi as her Deputy. Their names have been forwarded to Public Service for formalization,” he posted.
The formalization process involves the Head of Public Service/Secretary to Cabinet, who will issue the official confirmation of the appointments.
“Congratulations to Hajat Buzeki and Mr. Kigenyi for catching the eye of the Appointing Authority,” Faruk Kirunda added.
Hajat Sharifah Buzeki succeeds Mr. Frank Rusa, who has been serving in an acting capacity since the dismissal of Ms. Dorothy Kisaka. The former KCCA leaders were dismissed due to alleged inefficiencies in service delivery, mismanagement, and failure to meet the city's development objectives. Concerns over poor coordination, accountability issues, and lack of strategic direction under their leadership prompted the government to restructure and appoint new leaders to revitalize Kampala's urban management.
Hajat Sharifah Buzeki is a seasoned Human Resource Practitioner with 13 years of professional experience in local and central government operations. Her expertise spans human resource management, institutional development, performance management, and supervisory regimes.
Buzeki holds a Master’s Degree in Public Administration and Management, a Post Graduate Diploma in Human Resource Management, and a Bachelor’s Degree in Social Sciences from the Islamic University in Uganda. Additionally, she has acquired certifications in conflict management, leadership, change management, monitoring and evaluation, and facilitation skills.
Prior to this appointment, she served as Commissioner for Human Resource Management in the Inspection Department at the Ministry of Public Service. Her notable achievements include leading the design and implementation of inspection programs, coordinating the Pearl of Africa Performance Scorecard pilot, and supporting government entities in applying service delivery standards and integrating Results-Oriented Management (ROM) and Output-Oriented Budgeting (OOB) into their operations.
Her extensive background in public service and dedication to institutional development make her a fitting choice to lead Kampala Capital City Authority in enhancing service delivery and urban management for Kampala’s residents.
