KAMPALA, UGANDA | Recent updates have surfaced in the case of Mercy Timbitwire, who was remanded after slapping traffic officer Charles Makawa. The incident, which was captured in a viral video, has garnered widespread public attention.
Witnesses, including a woman named Jane, reported that Makawa pursued Timbitwire on his motorcycle until she parked at Lugogo. Jane claims that Makawa confronted Timbitwire first, as she used her phone to photograph him, questioning why he was following her.
At this point, Makawa was reportedly removing the vehicle’s number plate without any explanation. To prevent Timbitwire from taking his picture and seeing his name tag, he allegedly grabbed her phone.
In the ensuing altercation, Timbitwire became physical, demanding the return of her phone. However, Jane noted that Makawa did not retaliate during the confrontation.
Makawa stated that he had followed Timbitwire after receiving reports of her erratic driving. “I was informed that she was driving dangerously. When I attempted to stop her, I noticed she was also violating traffic laws by using her phone while driving. That’s why I followed her,” he explained.
Michael Kananura, spokesperson for the traffic police, emphasized the importance of obeying traffic regulations, including stopping when signaled by an officer. He pointed out that all Ugandans should understand the responsibilities of police officers and the reasons for traffic stops.
Kananura confirmed that the traffic officer acted upon information regarding Timbitwire’s reckless driving. He noted that she continued to drive without stopping, further violating traffic laws.
According to the traffic police's Standard Operating Procedures (SOPs), officers are required to inform drivers of the specific offense they have committed and the corresponding penalties. If an officer stops a driver for a serious violation or a criminal act, they are obligated to hand the individual over to the relevant authorities.
Timbitwire has faced criticism for her physical response to an officer performing his duties. She remains on remand, charged with attempted robbery of police equipment and Makawa’s mobile phone.
