In a move that has ignited public debate over budget priorities, the current Speaker of Parliament, Anita Among, handed over brand new Toyota Land Cruiser vehicles on Monday morning to emeritus Speakers. This action is in line with the recent enactment of the Parliamentary Pensions Act, which provides for such benefits to former Speakers.
The beneficiaries of this gesture included Edward Ssekandi, Prof. Edward Rugumayo, Al Hajji Moses Kigongo, and Francis Butagira. However, the conspicuous absence of former Speaker Rebecca Kadaga at the giveaway ceremony raised eyebrows, leading to speculation that she might have declined the offer.
Contrary to public assumptions, inside sources have revealed that Kadaga did, in fact, receive her vehicle. The discreet handover occurred on Monday afternoon when her driver, Dominic Kityamo, and Personal Assistant, Joseph Ssali, picked up the allocated car.
The high-profile event, where the cars were handed over, has dominated headlines, fueling public discontent. The cost of the vehicles, totaling Shs2.5 billion, has prompted many to question the government's priorities, especially at a time when critical sectors such as roads and healthcare facilities are in dire need of attention.
Speaker Among, however, defended the budget decision during Monday's event, asserting that taking care of former Speakers is a responsibility of the government.
"As representatives of the Government of Uganda, it is our responsibility to ensure your well-being. You are the property of the Parliament... We have to look after you," Among stated.
In an announcement that further fueled the controversy, Speaker Among disclosed that emeritus Speakers would receive new cars every five years, with taxpayers covering the costs of fuel, maintenance, and driver salaries.
The allocation of significant resources for these vehicles has sparked public outcry, with citizens expressing concern over the perceived misallocation of funds amid pressing national needs. The public debate continues as Ugandans question the appropriateness of such expenditures in the current socio-economic context.
