About three months ago, Omoro county MP and former deputy speaker of the 10th parliament Jacob Oulanyah was voted in as the new speaker of the 11th parliament in a landslide victory, beating his former boss, Iganga woman MP Rebecca Alitwala Kadaga.
However, about three weeks into office, Hon. Oulanyah went missing, which prompted both members of parliament and the public at large to demand for his whereabouts. First they were rumours, saying he was in very critical health conditions and he had been flown out of the country for better treatment.
Later on, parliament spokesperson Chris Obore came out and clarified on the ongoing rumours and said the speaker had been taken to London both for health issues and to also spend time off with his family. Obore also stated that the speaker was not suffering from Covid-19 but rather had stomach issues.
Since then, the parliament has been presided over by the deputy speaker, Hon Anite Among. Today, the official Twitter account of the parliament of Uganda shared photos of the speaker being welcomed by the deputy and some other MPs Speaker
"@JacobOulanyah is back in the office after taking a break. He was received by the Deputy Speaker, @AnitahAmong, the Leader of the Opposition,
@MathiasMpuuga ,Hon @MedardSseggona and Hon @ZaakeFrancis, Hon Commissioners Silwanyi and @AfoyochanEsther" reads the tweet.
Speaker Oulanyah returns at a time when there's turmoil in the August house over issues of the 200m Ugshs car money for each MP, the Automobile tracking devices contract, the president's address tomorrow, well, we can say that it's the right time for him to return.
